        Major David Spencer, session 178, has been named Chief of Police

From the Salisbury Police Department - 

        Chief Allan Webster, session 147, has announced his retirement effective June 2010

Below is a letter received from Chief William Lamphere announcing his retirement from the Hurlock Police Department.

To Whom It May Concern:

 I am writing this letter to inform everyone that I am retiring after 42 years in law enforcement.  I started as a volunteer in 1968 and served in every position within the police agency.  During this time frame I was able to accomplish much.  I am a past graduate of the Federal Bureau of Investigation National Academy 134th session and a past president for the Maryland-Delaware Chapter of the FBI National Academy Associates. I am a life time member of the International Police Association.  I am also the past treasurer for the Maryland Municipal League Police Executive Association and a 20 year member of the Maryland Chiefs of Police Association where I served on the board as a regional representative for several years. I am also a twenty year member of the International Chiefs of Police Association.

While working as a police officer and attending night school I was able to obtain an AA, BS, and MS in Criminal Justice.  In additional I was certified as an instructor in firearms and all police related topics by the Maryland Police Training Commission.

I have served three police agencies as their Chief of Police with honor and distinction for a total of 20 years as Chief of Police.  When I accepted the position of Chief of Police in Hurlock Maryland in 1996 it was an agency that had virtually disintegrated into a non-entity.  I have constructed a modern and highly efficient agency where none existed and of which I am most proud.

Finally I would like to thank the citizens of Hurlock Maryland for their support and some of the most memorable years that I have served in law enforcement.  Please support the members of the department who serve you.  I am wishing everyone success in their new responsibilities and it has been a pleasure to have served you.  I will be retired effective 01-01-10.

The Maryland Delaware Chapter this year awarded 4 scholarships of $500 each to the following individuals:

Julie Ann Hughes, University of Delaware, International Relations

Jeffrey Hall, University of Maryland, Mathematics

Daniel Kirstein, Eastern Kentucky University, Homeland Security

Melissa Pianowski, University of Maryland, Psychology

 

At the business meeting, motions were made to raise the amount of funding for next years scholarships to $1000.00. Bobby Cummings will be the contact for this.

If you have not already read this flyer, you submit your information for inclusion into the 75th Anniversary FBINAA Book that is being created. You do not have to order a book to participate and submit your information. That is what will make this book interesting is reading about each of you. Hopefully we will have a great turn out and make this the best book possible.
